Can you change the scooper? or will this holder only hold a specific type of scooper. I like to change mine frequently as they get nasty.

The scooper is removable. So you can change it out with another scooper. It is a pretty generic size scooper.

Does this also come with the scooper?

Yes, it does. It's not the sturdiest of scoops when it comes to big, wet clumps, but it's held up alright for 6 months+ so far for me.
