I have a charger that just stopped working while charging a battery pack no display or output. What is the process to exchange the unit?

If it's within 30 days and you did not purchase the protection plan, contact Amazon or the seller to get it exchanged. If you bought the protection plan contact Asurion and it can be exchanged or refunded anytime within the 2, 3 or 4 years (whichever was purchased).

Question 2

Is this unit designed to run 24-7 set at 18.0v output? It is powering motorized blinds,...  and most all of time,  only used 2 times a day.

Hi,This adjustable power supply is powered and is more suitable for powering the device when it needs to be used.
It is not recommended to use it for a long time when the device is turned off, it will have an adverse effect on the power supply.
You need to confirm the output voltage and current of your device. And check whether the plug size of the equipment matches.

It is recommended that the maximum use should not exceed 80% of the full load. If your device specifications match this power supply, I think it will work well for your equipment.

Not sure what you mean by "output negative 18 volt DC", but if you're asking if it can put out 18 volts, yes. It has adjustable output from 3V up to 24V. All output voltages are DC.
