Unfortunately, they do not fold. You could however adjust them down to their smallest (shortest) size to make traveling easier, and then readjust them to the necessary height when you need to use them. I know that's not very convenient though.

Are the cuff heights adjustable ?

No, they're not, other than that they are light weight, comfortable, and work well.
