Can you write underwater with this?

I just went and filled the sink with water.. pencil worked fine on it. I let it sit for 30 minutes underwater, and it still works. *update: I forgot I had put the page in water until 2 hours after I posted this. I was still able to write on the page, so.. yes. You can write underwater with a pencil.

How would a Sharpie fine point pernanent ink pen work? Would id smear once dry?

permanent ink such as a sharpie works ok on dry paper once ink is dry it will not run

How does this paper handle colored pencils? Im thinking about ordering these as field notebooks for an elementary school science class.

I don't have any colored pencils to try but they should work just fine. The pages are quality all-purpose paper. I've had no problems with any pens or pencils.
