Can I mount this to the transom of a jon boat?

Yes, but be careful anchoring from the transom. Waves can swamp your boat quickly when the transom cant rise.

Does the swivel lock the rope in place?

doesnt work with my 1/4 line. to thin, get smoosh and doesnt lock. I recomend at least 3/8 line. preferable 1/2

Can it be used on a boston whaler 130?

It would depend on the size of the anchor you are using. Be sure the diameter of line will do the job of anchoring your boat. I use these on our small, light kayaks and a 5 pound anchor with no problems (I think we attach them with a 3/8 diameter nylon rope).

will this work on a 24foot pontoon boat do you think?

i'm sure it would. you just need a sturdy surface to mount it.
