Will this work to braze copper to stainless?  Or should I use silver solder?

The silver phos-cu products will NOT work. 
Yes, you need high content silver alloys. Try 50% flux coated rods. Easy to use.

Absolutely good for HVAC, motor, transformer, and every other copper to copper connection.

Virtually, all 15% silver pho’s-cu alloy meets AWS BCuP-5. Meaning the composition of the alloy is Standard and virtually identical. Frankly, all really good. Lucas Milhaupt has a special process, not sure if patented, but the SilFos, Lucas’s trade name for their 15% alloy has always looked more “silver” as compared to Harris and every other brand. It may have some benefit hindering oxidation. As with the copper colored 15% brands, I see various shades of “copper”. Meaning different levels of exisation. With SilFos, it always looks the same, silver color.

I have sold Lucas product for over 10 years, as Lucas and with my own trade name Union Alloy. Never have is had a single issue.

I have converted a number of customers from Harris to SilFos. Antidotally, I see a preference for the SilFos. Yet again, they all function similarly.

What is the size of the rods? Are they 1/16" diameter?  20 inch long?

Can it be used on sheet metal?

It should work, but a flux coated brass rod is more often used for this purpose.
