If used for tracing patterns, is it still thin/supple enough to pin to fabrics for cutting things out?

Yes it is. I make my own patterns and use this paper for pinning to and cutting fabric. It is sturdy enough for multiple uses. Make sure you use drafting tape to tape it down.

Can it absorb water? For example, if I trace with water color, can the colors fix onto it?

I don't know about water color, but I found that when I let my arm with a little perspiration touch the material, it left a wrinkle which did not disappear. I think more moisture would only make the situation worse. The material is too thin for most purposes in my opinion.

Does anyone think that this paper can be used in a printer?

No, I don't think so. It's way too thin. It's like the old-fashioned tracing paper that you used to buy in a tablet. It's even a little thinner than that. Crumbles easily.
