Why do they say to use this only once a month?

I believe what you are looking at is the nail buffing with the buffer (I am guessing here) that leaves a polished look which is suggested is needed no more than monthly. They are not talking about the hand lotion or oil for the cuticle.

Long long is the shelf life

Definitely more than 1.5 years. The oil in a smaller long tube never spoils. The nail shiner still works after 3 years.
