The Hair Vitalizer helps with controlling hair fall and promotes hair growth. The Promoter helps with the same but has an added advantage of helping with Dandruff. 
The difference in application is that Vitalizer can be used any time during the day as it doesn't make the scalp oily and can also be used without shampooing your hair whereas, the Promoter can only be used on the semi-wet scalp after shampooing your hair.
