Can this be machine dried?

There's no need to machine dry. Just wash with some towels and the bath mat will be ready to place in the shower/tub after the spin cycle.

does anyone have issues with hair getting caught inbetween all the little holes in the pebbles?

Yes, I hate it because of that. And yes I clean mine once a week. The hair getting caught makes it a pain
