How many watts does the UV light have to be in order to dry the nail polish ?

Not sure about the watts, I dried them for 60 seconds after each coat

Why did my nail polish clump and not change color?

The color changing nail polish will change color by temperature ,you could try to put your hand in water.

No. There are no base.or top coats included. Just the colors.
