Would this be good for someone in early stages of dementia that had anxiety?

I used this for my son who has sensory issues with mouthing things and /or biting.. I would check with the merchant on that specific question

Why exactly is everyone buying these for "chewing"? I dont see anywhere where it states its an oral toy like some are saying...

It’s not an oral sensory toy. But, my 16 yr old autistic son does chew on this. And they are tougher than any oral sensory toy he has. They are fantastic for him.

How soft is the plastic, in comparison to something as a reference?

It is soft enough to bite the little nubs off, my son has but he has a thing for biting plastic. If you have used plastic tubing it is similar.
