my new tires will have a psi of 60 or so.  are these deflators safe to use on a tire with that high of a pressure.  it says it has a 6-30psi range...

Yes. The 6-30 is the range to which you set the deflators pressure. You calibrate the deflators to whatever lower pressure setting you desire within the 6-30 range.
