I can't tell from the picture... is that the back swing side turned down, or is that a becket at the bottom of the pulley image, above?

It's a becket. This pulley is a proper half of a block and tackle and you can set up two into a perfect rig that lifts, frankly, an unreasonably high amount of weight.
