As a leave in conditioner, does hair stay moisturized or makes it feel dry afterwards?

It moisturizes my curly/wavy coarse dry hair very well. I mostly use it for touch ups between shampoo and conditioning.

I did not understand how to use it. On wet/dump hair after wash? Or on dry hair? Can it be used daily on dry hair?
