Would this work over a seperate backpack?

No - I don't t think so - the skis are tight against the back.

Can you hold more than one pair of skis with these? I want to carry 2 pairs- 1 adult and 1 child pair of skis.

No, definitely not... although I wish so myself :-)! I can, however, fit one adult pair of skiis and two sets of poles FYI.

will these work for wide powder skis?

I haven’t tried it that way but they are very adjustable. I imagine it would work just fine.

Would these be comfortable for uphilling?

Yes. Where you strap it is the key. I do it right below the bindings and it won't slide. Highly recommend
