Can I use my cast iron on induction with this mat?

Yes and don't ever use cast iron on an induction stove without it. If you do you will scratch the hell out of the glass top.

Can I use mat & diffuser to use cookware not maganitized for my induction stove top?

I do it all the time with a different brand mat. Thinking of trying this mat. I cook daily with my ceramic and glass corning cookware this way. I have found an odd odor from the mats when they are heated on the cooktop after running them through the dishwasher though. I'll hand wash them from now on.

If you mean can you use it a regular glass cooktop with a regular pot?--NO--it would melt. This is only to be used on an induction cooktop with induction compatible cookware.

Is the weave fiberglass that would end up pressed against the stovetop, or is it fully coated in silicone?

The fiberglass is woven into the material and the ridges and edges of the mat are silicone preventing the fiberglass from pressing against the stovetop. The fiberglass is coated to prevent any scratching.
