They will if you use an adhesive or tape to adhere to inside lid or it will come off every time.

Are these sterilized or do you recommend we spray them with isopropyl alcohol to disinfect before using?

As a customer that has use this product I do sterilize mine because they are not sterile when they arrive. I do use the 70% alcohol isopropyl and spray them and let them dry for at least three minutes. I use sterile technique to apply those to my products and they work fantastically. I hope this helps!

Will these for on a 17oz plastic spice jar? And what about an 8oz spice jar?

If the opening is about 2.75 inches, it might. You would have to find out what the opening size of the spice jar is. Contact the manufacturer if it is not stated on the packaging.
