Will this work with a bandsaw because mine cord has same as female end

If you have a 220 dryer outlet and the bandsaw is 220 with that type of plug it will work. I used it to plug a 220 washer with that type of plug into a dryer outlet.

Can this be used on a 30 amp breaker?

If you don't replace the breaker with a 20amp breaker, you risk not having the correct over current protection. This would be a fire risk, which isn't worth a few dollars in savings.

Can someone please point me to an an adapter? - male end old style dryer as shown here. Female needs to be 120V for toaster oven. Thank you!

That plug end is for 220vac. The two hot wires must be individually wired to individual 110vac plugs. Each 110vac wire from the 220vac plug should be connected to 110vac plug and these outlets then needs a connection to the neutral wire. These two 110 outlets should be mounted in a dual enclosed metal box with a plug cover plate. This arrangement may not meet code as it will not have a ground wire. I’m not recommending this arrangement but you can run your toaster with this arrangement.
