Is the price quoted, per set or per panel?

I only received one panel, not a set. My only option is to return. I would prefer to receive the other panel instead of having to return

Do these come with curtain rod?

No, these curtains do not include the rod. But you can use a standard flat white curtain rod since these curtains do not weigh alot.

Can you use clip rings?

You cannot use clip rings. I used a spring rod and drilled hooks 🪝 to put the spring rods on. Works fabulous and very Inexpensive.

Are the lighter shades and white truly black out or do they darken the room? The darker shades work great.

This white color since is white, not dark color, though we use the same quality material as the other dark color curtains, but they are not totally blackout, they are room darkening and dimout. very beautiful looking.
