They come off with nail polish remover.

Are these semi-cured gel nails?

They come on a sheet - they are flexible so they contour to your nails ---- but I dont think they are semicured gel.

Will these dry out if i open them and not use them right away? Are they individual packs?

Not sure about drying out. But the sets are packaged individually. The "cards" you see in the picture are EACH sealed. They stay pliable on the nails, so I doubt they would dry. There is nothing to dry. they are NOT nail polish.
