Does it melt liquid in your hands, then goes back solid if dropped on a table, for instance?

It melts at 86 degrees so yes your hand is warm enough to melt small amounts of it, if its not being cooled by air flow. As for hardening back yes if left alone on a temperature lower then 86 degrees, it will reharden. but it also has a property called supercooling which sometimes allows it to cool below its freezing point.

what is this used for?

I bought this to use in an elementary school science class. It is helpful when showing children that metals can be turned into liquids without using a fire or an oven. The plastic tubes containing the metal can be soaked in hot water, and then the liquid metal can be poured in a cup to cool and solidify again.
