I purchased the unit to power a 16' 12v 24w led strip, but the adapter is running at 170f. is this normal/safe?

I don’t know what 170f is in your question. The output of the unit is 12vdc at 2 amps. Ohms law is used to calculate power consumption. 12x2 =24 watts. If your are referring to temperature, you will have to look up the specs on your strip. It seems pretty hot if it is.

I have a 12 volt 10 watt water fountain pump, that will run approx. 12 hours daily. Will this transformer be adequate?

This is advertised as a 24 watt power supply so yes, it should work fine for your 10 watt pump.. I would not recommend using outdoors. I happened to drop mine about 3 feet on to a wood floor and the case cracked open.
