Can you wear a winter coat under it?

Absolutely, there is plenty of room because it is a poncho. It is very nice because it has snaps to form the poncho around the wrist area to keep it properly positioned. It is a very nice rain covering, I do recommend it.

It has a set of snaps that keep it from flying all over the place. As for the icky feeling, I couldn't say I noticed any problems. It is a really nice poncho, it has weight to it so it seems very durable.
