what age are these for?

My grandson was 11/2 when we got them for him. If you have a toddler who still puts things in their mouth, then no. If not, there were a very good value.

Can they roll on there own down a steep track if you don't pull them back and engage the engine?

Yes you can push them on the floor, carpet or track. My Grandson hasn't figured out to to race them by pushing them back & forth yet. He is 18 mos old & loves them.

Where are Funcorn Toys made?

I don't know but the are junk. The wheels feel off within hours of play. Do not buy
