How much pepper does the cap hold?

If you mean the cap at the bottom of the grinder - I think it holds at least several tablespoons. Very convenient if you need a bunch of fresh pepper for a rub.

Mannkitchen, i thought you only sold through your site & not amazon. be clear as this is confusing. you say amazon sells counterfeit products.

The counterfeit pepper cannons have been available on Amazon since January of 2021, and we began selling the genuine pepper cannon on Amazon Feb of 2022. The real one is sold by MANNKITCHEN. Others are fakes.

Is this legal in California?

Should be legal in California. The internal pepper magazine is less than 30oz and it’s not full auto you really gotta crank at it. You go through the internal magazine quickly so have a reload bucket on hand.
