Can this be used in UAE 220v/50-60hz and change the wire?

Yes i am using this charger in Oman and you can use it either with US cable or UK cable because both cables support 220v -240v only the outlet differ.

What's the output voltage range per port if using all four ports simultaneously? Can it handle 4 x 15v output? 4 x 12v? Amps?

you question makes no sense. Voltage X Amps = Watts. each outlet times (4) 60W/45W/30W/30W, up to 165W total. all at the same time. This is a very strong charger and works excellent

Is this also na external battery?

No, it is not a battery/power bank. It simply provides power to 4 different USB-C devices. Also note that unlike most chargers, this doesn’t plug directly into the wall. It comes with a standard A/C cord (like the one you’d find on a printer or for a TV) that plugs into the back of the charger (and the wall, obviously).
