Can this be used after putting cuticle oil on cuticles?

I wait to apply cuticle oil on if I'm going to be polishing or dipping them. You want the nail bed to be dry, with no oils on them. I apply after my polish/dip is dry.

This tool is for pushing back cuticles and under the nail. It is not for buffing the tops. You will need a glass nail file for that. This is a great tool for what it is intended.

Can these be used to file/smooth out rough dry patches of cuticles instead of just the nail bed?

I do use them, carefully, to do that but only on the sides not the base of the nail.
