Why do they say boxers ? but then show people wearing them out cycling and jogging. You dont wear underwear on there own while outside

You can actually wear them as shorts or underwear. I wore them underneath short dresses on holiday.

Are these true to size? Amazon recommends i get a Medium but going by their size chart it suggests i get a large so a little confused. Any ideas?

I am 12-14 UK size, got a medium and it fits fine.
