Yes. And we used landscape pins to keep it in place

can a dump truck drive over it before the gravel is in place? so if we install it, can the dump truck drive over it first and then unload as it drive

No. The truck should dump into the spread out and staked grid from next to it, then spread the gravel to fill the cells. Driving over the grid unfilled will crush and possibly break the connections.
