Can this be used on lady parts?

I am unsure the answer for sure. But I wouldn't it's pretty thick.

I smell absolutely nothing. I mean nothing. Not the faintest scent at all.

where is this manufactured

According to information found on Google: Chicago, Illinois Elastalift is a clinical skin care and body care line, that stands behind high quality and effective ingredients. All products are developed and manufactured in Chicago, Illinois. After testing hundreds of different ingredients, blends and finished formulas we have finally created an assortment of products to match your needs. I don’t see “cruelty free” or “no animals used in testing.” Are animals used in testing of these products?

The bottle has a very clear statement printed on the label: "GENTLE AND CLINICALLY TESTED FORMULA. NOT TESTED ON ANiMALS". I hope that's reassuring!
