Can you make the top bar shorter for toddlers and they make higher as needed?

The answer is; yes. The unit is two pieces. Only put the top section together. It will be 3-4 feet tall. Might still be a little tall; depending on the height of the toddler. But, you can add a small platform in front of the unit so he/she can reach the chin-up bar. Save the bottom pieces and add to the unit when he/she gets older

What diameter are the rungs?

About 1 3/8” there are 10 rungs and 11 pre drilled holes. I have for my girl and she is about over 100lbs it works pretty good for her. I believe the specs rated at 200lbs. Hope this helps.
