You should remove all outlets and cap the wires before installing any cover plate. This sits fairly flush so it would need to be a very slim outlet to fit without leaving gaps.

Does this come in a screwless version?

Being stainless steel it is not readily paintable, why would you buy a plate in this nice finish when you can get a cheaper wood or plastic plate from a hardware store and paint that?
