Does it come with the apple pencil?

No, it does not come with the Apple Pencil. You will need to purchase the Apple Pencil (1st Generation) separately. If you already have an Apple Pencil (1st Generation), you will need a $9 adaptor to use it with this model. The newer Apple Pencil 2nd Generation is NOT compatible with this model at all.

I need help deciding. pro or air is there a specific difference? my first one so i am able to adjust to whatever  (hopefully)

THIS model is just the base model iPad (10th Generation), which is the cheapest way to get the “modern” iPad design.  The iPad Air has a slightly more powerful chip, support for the newer better version of the Apple Pencil stylus, and a slightly nicer less-reflective screen. The iPad Pro is much more expensive but has an even better processor, also supports the 2nd Gen Apple Pencil, better camera, and has a much MUCH nicer screen. Personally, I would recommend either this iPad or the iPad Air. Most people do not “need” the extra features that come with the iPad Pro.  Hope that helps!

Is this truly a 10th gen..if so, why does it not have face recognition & only uses a 1 gen pencil  ??

This is "truly" the 10th Generation *base model* iPad from Apple. Unfortunately, those are questions that you would have to ask Apple. They did make a few strange decisions when designing this particular iPad.

However, if you are looking for an iPad that has Face ID facial recognition, you would need to purchase the iPad Pro. If you are looking for an iPad that used the 2nd Generation Apple Pencil you would need an iPad Air (4th or 5th Generation) or iPad Pro model. This iPad is meant to replace the 9th Generation base model iPad and is meant to be the cheapest most basic option.
