I have used previously continental ultra sport ii 23-622 (700x23c). can i replace with these tyre?this tyre is 28 inch, would this be a problem?

Good on dry surface! Just be careful on wet surface! In general I like it

For wet no debries roads these should work fine. There are Continental Contact Plus for more robustness too.

Is 23 the minimum width it will fit, or will it fit an 18?

They are wired rimmed and to be honest, I struggle getting them on to my 23c wheels. Maybe check the manufacturer website for size ranges. Unless it specifically states 18, I wouldn't risk it.
