I was just wondering if this is the same as betnovate scalp application that you get from the doctors

Betnovate scalp application contains a steroid while this formulation is steroid free. They are different.

can you use it on a bald scalp?

I do not see why not. My husband has used it; he is not exactly bald, but his hair is very thin now. He has found it helpful, and has not had any problems with it.
