Will it work if I put it all over garden because my neighbours cats have got fleas and have been coming on my garden my dog now has fleas

I’m not sure it would solve your issue as it doesn’t kill flea eggs, it wouldn’t be effective once it rained and also it would indiscriminately kill many of the beneficial insects in your garden. 
I would use this DE powder inside the house to stop your house becoming a flea farm.  it’s good to sweep under the skirting boards, cracks in floorboards etc and sprinkled down the backs of your sofa/ chairs etc. where the fleas hide. 
I have had more success using it like that and then using Advantage on my dogs and cats. This stuff is just a monthly- 6 weekly treatment and kills fleas and stops eggs hatching too so it solves your issues.
