Are these Beginner reeds

These are probably the most common beginner reeds yes. The 1.5 number denotes the hardness of the reed. 1.5 is at the lower end of the scale (softer), which are easier for beginners to use.

Hi. Strange as it may seem. Does anybody know if this is good for making the sound of the Sweep puppet from Sooty?

No. you would need a double reed (oboe, cor anglais or bassoon) to make a squeaking noise

Do these make a noise on their own or do I need a mouthpiece too? I don’t have a saxophone, I just want to make the voice of sweep for my children!

Saxophone and clarinets have a single Reed. They do not make a noise on their own. Suggest you buy a mouth-organ or a gazoo. Comb and tissue paper works as well.

Do these fit an alto alphasax as well?

I was curious so I rang Alpha Sax and it is the same size as an alto but with fewer side keys and complexity so easier to play for kids or beginners. Yes it take standard size reeds.
