I heard what it is rocket fuel made by nasa? it is safe to touch it?

It was invented by Nasa, but it's not rocket fuel. It can irritate some skin though, and is very very messy and stains everything so it's best to wear gloves any only handle manipulate it in disposable petri dishes as shown or old pyrex cookware you're not going to use for food again

If i made a line of this and put a magnet at one end, does the other end become magnetised, ir is the effect only localised?

Your line would not stay a line. As a fluid, it would be drawn towards the magnet. I believe the fluid contains iron particles, however, which are paramagnetic and so the magnetic field is somewhat extended in its direction.
