I assume having a 13mm feeder hose going to 4mm pipes to the pots gives better results than a system where it’s all 7mm

Yes it will, you will have the quantity of water in the 13mm hose wich will give you more water to use on the 4mm watering point

I'm looking for a black hose to stretch the length of my garden to provide an occasional supply to pond area from outdoor tap. Will this work?

This is for Irrigation, for tiny jets to water plants and veg areas, try a normal hose pipe. I had mine going to the greenhouse via a timer.

I really don't understand it's description: it's hose for the Hozelock irrigation system and is fine.

Will it Expand with heat if tap left on?

This hose is intended as a low pressure irrigation distribution pipe using cold water NOT hot water. Therefore it will not expand with heat (though it may get warm if left in hot sun). If trickle feed fittings have been inserted into the pipe, and these are turned off individually, while the mains is left turned on, some leakage may occur where the fittings are inserted into the hose. I have my watering system on a timer to trickle feed at certain times in the day and the timer turns off the main supply. Hope this helps. Andy
