Can it be used next to or around hot water pipe?

I actually bought this particular expanding filler for the very purpose you are enquiring about. It has successfully filled and insulated some hot water pipes through a hole in the wall of our old cottage. It has also deterred vermin from entering the property through that point. There is picture on the can and a comment that it can be used for insulating pipes and electrical installations.

It says,''harmful to aquatic life'',is this just the propellant or the actual foam when hard?

What is the gripping/squeezing pressure of this foam; will it be safe to spray around a firm rubber pipe?

Is this open or closed cell foam?

As far as I can tell its open. Looks solid when done but when cutting into it, it's got air bubbles inside. I'm not sure if that's what you mean though, sorry I don't know the term opened or closed cell. ;-)
