Hi, no cleats included but you can pick a pair of cleats up on line for £10 to £12, which still makes it a great buy.

Why do you have buy two pairs as a minimum? Seems like a mistake

No they don't. Pedals rarely come with cleats, so you have to know what model to buy. You will need to purchase a set of Shimano SPD-SL Cleats, they cost about £20 and will last a good few years, depending on the mileage you do.
