Has anyone flown recently on american airlines and used this as a carry on? when i measured it the width is larger than 9", even the tag states 11"

I fly with it constantly both domestic and internationally and it is fine. It is 9 and not 11. Packaging for shipping might be 11 or it could be 11" expanded.
