Hi is this foldable ?

This is unfoldable. But the handlebars can be quickly detachable within 3 seconds by one hand only, tied it under the deck plate for storage, just need to take a little space or carrying to elsewhere very handy.

Is it can use up to 12 years age kids ?

I'd say no, unless they are very small for their age or struggle with mobility. I bought it for a 2 year old and it's perfect size for her, her brother is 6 and it's starting to be a bit small
