Will i still need a pre amplifier with this splitter? Will both give me a better picture or do I just need one of them?

No, you will NOT....unless you have a cable-run from the antenna that is >100'.  Then, you will need a pre-amp...but will not need the  in-line amp.
 
Pre-amps are designed to be mounted at the antenna, where there is no source power.  The pre-amp is powered by the coaxial cable itself, from a power-splitter nearby a house-power source.  Pre-amps are preferred to amplifiers if you have a long cable-run to your TV set, from the antenna (>100').  However, preamps need to be mounted AT the antenna.  So, if you are not handy with ladders, this may not be for you.  The pre-amp removes the inherent signal-loss factor of the cable run, since the cable would not be on the amplified side.

An INLINE-AMPLIFIER (like this one) is usually mounted in the house's cable utility box, where the cables branch out to go to different TV sets.  It is convenient to get to and no need to climb on the rooftop.  HOWEVER, you'll need to have a house-power source nearby.  This is usually more handy if you have cable-runs from the antenna that are <100'.  AGAIN, accessibility is a breeze since you do not need to go up on the rooftop.  Multiple OUTPORT port options can be found on an inline-amp.
