Does this come with instructions?

Yes it came with instructions. I only purchased the number 1. I color my hair every 6 weeks and before I started using it my hair was extremely damaged from the constant color process. But now I use this product and give myself a deep condition once a week. My hair is very healthy now.

Hair Coloring Service
Mix hair color with the proper amount and volume of peroxide/developer following your usual system and habits.
Once the hair color is properly mixed into the bowl: 
add 1 ml/0.034oz of JKS All hd Plex # 1 for every 10 ml/0.34oz of hair color + peroxide/developer.
Apply hair color and leave on as usual, rinse off carefully and shampoo.
On damp hair, apply the proper amount of JKS All hd Plex # 2, depending on hair length, and leave on for a minimum of 5 - 10 minutes, rinse off carefully, apply JKS Amazing Plex Conditioner, rinse off and blow dry.
Example: hair color application with 60 ml/2oz of JKS hair color + 120 ml/4oz of JKS cream developer + Add 6 ml/0.20oz of JKS All hd Plex # 1.
Toners, add 3ml / 0.10 oz  JKS All hd Plex # 1

Is step 1 a more concentrated version of step 2 or does steps 1 & 2 have completely different ingrediants?

Is this supposed to be creamy like lotion? I thought it'd be more like olaplex 1 and be liquid.

It is light creamy, it needs to be mixed in to hair color or bleach by stirring which blends right away. The strengthening treatment on its own without chemical hair services, once is applied to the hair, it is no longer creamy on the hair, penetrates well. Hope this was helpful.
