I don't think so, I have never seen a 1/2-28 tap, it's a strange size.

No, the pipe threads are only 1/4" and 1/2".

Are the taps and dies high-speed steel?

It says they are "ALLOY STEEL". High-speed steel is much more expensive; these are sufficient for your needs. It was a great deal.
