This is NOT the standard dimensions of a 13A fuse. Its slightly smaller at 20mm length x 5mm diameter.

is this switch supposed to be on when pressed in the top position and off when pressed in the lower position

not really based on UK norms, ours was the same but we understand from our electrician there is nothing actually wrong with it .... hope this helps

Melting before 13A fuse works

Dangerous switch, I had too much wattage and fuse should blow off but it melted first than fuse worked. Unfortunately changing fuse wasn't possible anymore. Toy and not safe at all :(
