Since this is bolt together couldn't someone just unbolt the top ring with the metal strap and lock attached and take your can?

The 4 short vertical bars are all that bolt together. Someone could probably unbolt two of them but the back two are covered by the gas can. Anyone can break into anything if properly motivated but this rack does have a high aggravation factor to deter most attempts.

Since this strap goes over the middle couldn't someone open your Jerry can and siphon the fuel out?

Depends on the style of tank you are using. I have the screw off cap style so, yeah, they could. The flip up style cap wouldn't have the clearance to be opened.

Can this be bolted to the rear bumper of my motor home. The bumper is 6 inches wide and flat on top.

The bracket is just over 6" wide and just over 14" long. It has holes for securing it on the bottom and on the sides of the bracket. So if you bolt it to a 6" wide bumper the location of the holes should make it doable, but it would hang over the edge a fraction.
