Can anybody explain how these are marked?, how do you read the values?

Here how capacitor values are marked. The basis is  pF. So when you see a three digit number 223: 
1)  first two digits are the value
2) third digit is the number of zeros that are added.
223 = 22000 PF = 22 nF =0.022 uF
102 = 1000 pF = 1nF = 0.001 uF
474 = 470000 pF = 470 nf = 0.47 uF

Where are these capacitors made

I do believe that these capacitors are made in Penang.  Most all Polystrene capacitors are made in either Malaysia, or the Orient.  This is because there are fewer semiconductor manufacturers, for discrete components like these, in American anymore.  I have also noticed a rapid decline in the number of Electronic Part Stores that existed in the past.  Hence the need to shop for components online.  I happen to love my hobby.  And I may be building projects, at my desk, for years to come.  And I am getting pretty old now.  
     If you look on the parts, there are markings.  These markings can be looked up online.  These represent the manufacturer and the production location.

     Capacitors are typically manufactured, overseas, by Nichicon, Vishay ( Used to be Dale Inc), Sangamd, or other brands.  Each unit, no matter how small, has a logo, of some sort, located close to the value stamp.  It is beneficial for a good hobbyist to make themselves familiar with several manufacturer's logo marks.  Bojack is a broker who packages kitted parts.  A good plan for saving money.
